A Korea-U.S. Comparative Study on Senior Employment Programs -On the Basis of SCSEP in U.S. and Senior Employment Projects in Korea-

Abstract
In an aging society, ¡¯active participation and utilization of the senior labor force in the labor market¡¯ is very important policy subjects in terms of maintaining sustainable growth of a society as well as improving quality of the senior¡¯s life. In this report, I compared ¡¯Senior Employment Projects¡¯(SEP) of Korea with ¡¯The Senior Community Service Employment Program¡¯(SCSEP) of the U.S. in the fields of policy background, process, organization, operating and supporting system, and performance evaluation for policies in order to get some lessons for ¡¯Senior Employment Projects in Korea¡¯. This study shows that both policies are quite similar in the purpose of supporting senior employment and contents of policies to cope with aging society. Therefore, the results of the comparison between SEP and SCSEP give policy implication to SEP for senior employment promotion by providing some important factors from SCSEP. That is, change of previously negative perception of the senior labor in the whole society, development and diversification of the private jobs for maintenance of the program and mitigation of the burden of budget, intensification of autonomy(self-determination) in organization, operating and supporting system in order to create jobs which conform with community society and the needs of the senior, formation of the close network among federal-state-local governments, host agencies and community societies. construction of systematic and unifying management system of the senior labor, provision of substantial support for training programs and continuous interests and encouragement, improvement on program process and monitoring systems, and emphasis on legal and institutional support for administrative and financial help to SEP.
